Support for conflict of interest statements #1030

For authors according to JATS4R. Will come up with a UI proposal, for assigning existing statements, or create and assign a new statement in-place. We will need this type of UI in other places as well.

@Melissa37 @JGilbert-eLife is it true that an author could have multiple conflict of interest statements?

Not the way we do it - we always include all the competing interests for one author in a single footnote.

Multiple authors can have the 'no conflict of interest declared' footnote, but any actually containing a competing interest must be unique to a single author.
