Goal is to insert a new reference and cite in one go. Here's the sketched UI flow we have in mind:

Edit Citation Insert Reference Insert Reference _ Search Insert Reference _ Search expanded Insert Reference _ Create Manually Insert Reference _ Import from file

@michael Thanks for this.

@NickDuf and @oliver---- we've been thinking inhouse about how to tackle references. It feels like it is a massive topic that needs further group work before chunking it down into issues and tickets to ensure we get the right message across. And then passing over user stories to build designs from.

Is it worth the production team going through some of the issues we see with Nick as a first step and then going from there?
