Reverts most of https://github.com/substrait-io/substrait/pull/403 and adds some new updates.

The current automated method has been merged for months and yet there is still only 1 SMC member and 4 Committers (one of whom is now an SMC member) visible. This does not look like a healthy OSS project to a newcomer.

The following SMC members were added: Victor David

The following Committers were added: ChaoJun Matthijs Matt

The following existing members had updated Associations: Jeroen Nic Weston
