This effectively means that each Substrait library needs two committers to make progress right?

Yes, assuming that the contributor is a committer. Only one commiter is needed for external contributions.

This is effectively the implicit policy for substrait-java.

That seems like it could be a barrier for new / less popular libraries.

That is definitely a tension with this change. I would be open open to loosening the policy in some cases, I'm just not sure how to word it. I'm aiming to codify our implicit policies in writing.
