Of SAGE Publications there are currently 226 journals in the database, of CUP 90 and of RSC 40. I have to figure out how many of these are classified as hybrid OA, what changes happened since 2017 and if this reflects the true status of the journals.
Presumably, the difference is because some journals were not tracked by Open APC, which is used as primary source to identify hybrid journals. Would be great to check journal title lists from these publishers against the Open APC journal coverage.
Here are some links to the titles:

RSC Journals (haven't found a spreadsheet) https://www.rsc.org/journals-books-databases/about-journals/journals-a-z/

Another reason could be lacking license coverage in Crossref at the article-level. It seems that SAGE is not reporting open content licenses at all.
SAGE example Open Choice CC-BY-NC, but no license info via Crossref
According to some interview partners, the total number of hybrid journals published under CC-licences of the following publishers should be higher in 2019 (and in the case of SAGE, from 2017-2019):
Could you please check if the metadata of the hybrid journals are just insufficient, or if there is another reason why the number of hybrid journals indicated in our dashboard is lower than expected? @jhoeffler @maxheld83 @njahn82
