move pubs_cat.csv to git lfs #36

@Ahobert will share the file with me. This file is the source for the different (publishable) aggregations.

pubs_cat.csv is created via the sql calls from proprietary datasets, which requires (personalised!) access credentials only available for some team members. The pubs_cat.csv itself still includes proprietary data and must not be published.
