Step flow and definitions documented

Need to start defining each step and substep at a minimum.

We will also produce documents on this hierarchy listing what each step does. Mike, I will assist with this using your input and scripts. For each major and minor step we will define:

• Dependencies
• Tests on Dependencies for Diagnostics
• Exception Handling Mechanisms
• User Feedback and Interaction
• Security Considerations and Implications
