Bandwidth controls on peers #1915

Although we can tweak network cards across multiple hypervisors manually sometimes non-technical users will want to do the same to limit the bandwidth of resource hosts. I think this feature needs to be added.

Also when added these limits should be available on the bazaar for use by intelligent algorithms selecting peers.
