insert fixed buttons on all the pages #481

To make more easy and practical the access to the main areas of the website, three buttons are inserted on all the pages on the right side of the screen. The buttons are:

Downloads - linking to download section on "getting started" page;
Join Us - linking to Bazaar register page
Need Help - linking to Documentation website
