Bring full-page figures into Harvard Compliance

A Harvard registrar employee inspected my finished dissertation and caught a few discrepancies regarding how this template handles full page figures. I have since modified the fltpage package to bring everything into compliance.

Specifically the figure caption preceding the full page figure now is alone on the page. Additionally the full page figure has a figure heading that matches the style and number of the caption on the preceding page.
