cif_apikeys initial run does not read DB information from server.ini #120

What steps will reproduce the problem?
1. Fresh install, following instructions on Wiki Page
2. Setup DB with a password
3. Correct username, password & DB server specified in server.ini

What is the expected output? What do you see instead?
When run, an error is thrown saying it could not connect to the database.

What version of the product are you using? On what operating system?
cif-0.01_09

Please provide any additional information below.
My work around was to manually edit ~/cif/lib/CIF/DBI.pm to use the 
credentials.  After that, I was able to generate my api keys

this was a postgres error. solved via the mailing list.
