.github/workflows/ setup workflows for different CI tasks. #10

We can setup Continuous Integration by adding workflows to the .github/workflows. This should include

[ ] tests.yaml to run pytest automatically on the tests suite (configured via pyproject.toml, see #13).
[ ] sphinx-to-gh-pages.yaml to generate Sphinx documentation automatically and deployt to GitHub Pages.
[x] add-to-project.yaml to automatically add issues to the project (see #2)
