Add an issue and a PR template #33

As I have seen many times people throughout Github sometimes forget about describing the issue or adding any relevant data about it. So that's why there is a need to add an issue and a PR template in this repository

Yes. This seems like a good idea. I think you can add this to ./CONTRIBUTING.md.

Using .github folder seems like a better approach. Let's do that. We can also place CONTRIBUTING.md and CODE_OF_CONDUCT.md inside it.
