Similar to number of tx per block, add number of logs per tx

[x] Add log_count field to proto
[x] Rebuild and recommit protos
[ ] Add log_count field to kafka exporter
[ ] Add log_count field to json_dict_to_transaction function with code to populate field

Slight change of plans. The sync cycle doesn't have the log information when the transactions are exported, so we're going to add a new field to the log output that is the _max_logcount for each group of logs. It'll accomplish the same task, but just in a different spot
