Add tool to discover contracts with delegation #11

Script should iterate through all the contracts once a day and update a table with a list ot contracts that have stake and how much. We can then create logic to index those contracts.

Issue was primarily due to cx43e2eec79eb76293c298f2b17aec06097be606e0 delegating to teams. Regardless, if a contract delegates to a team, it will be caught now since all contract delegations are done as a job.

Omm delegation ended up being minuscule. #12
