Will need to pin a version potentially (#146), but would be good to replace as much of the internal build system with tackle.

Functionality:

Create venv and source it
- Selector for versions
Run list of commands / hooks
- eg
- pip install ... && pytest ....
- ->: pip install
- ->: pytest --...
Methods
- clean
- docs
- lint
- release -> Check CI
- test
- default to one env
- flag for all versions / kwarg for version
- providers
