Can you set this up to move windows around?

Perhaps certain motions to grab a window, or use the windows 7 wkey-arrow 
functions? Perhaps bring up the 3d alt-tab menu and cycle through that?

Yeah that could be added in as a config option...

I'll add that in after the mouse control is smoother

Window drag control added to 0.04b.

Will drag around the selected application window.

windowHold  = 1

this has been changed to use

[execute]
windowHold = drag
or
windowHold = relative
