Heroku Support #20

Add heroku app.json so we can use Heroku Pipelines with this repo
Add npm start and npm test scripts

Once merged, I will point this heroku pipeline to use sudomesh/peoplesopen-front instead of my fork, and we'll have review apps for PRs and auto deploy to peoplesopen-front-staging for master. https://dashboard.heroku.com/pipelines/0177de7e-248e-4add-9131-42f18306761e/settings https://peoplesopen-front-staging.herokuapp.com

Sadly, going to close this because @gobengo is elsewhere and I don't know what's going on here. @gobengo let me know if you think I should do anything about this w/o you around. Happy to re-open if someone wants to take this on.
