vt-ldap: referral following does not use startTLS #235

If referral chasing is enabled on a connection using startTLS, the referral 
will be followed unencrypted if the referral URL is ldap://.

Update the TlsConnectionHandler to throw if it detects that referral following 
has been enabled.
