CI/CD: create Action to release Widget catalog to Firebase App Distribution #42

Create GitHub Action which run every time a PR is merged to dev, it will build the widget catalog apps (both Android and iOS), then push them to Firebase App Distribution.

Requirements:

all keys are kept in secrets
use concurrency so that the build will cancel itself if there's new job in the same branch is starting before it's done
no test is needed in Widget Catalog
no dart analyse is needed in Widget Catalog
