Leave electron-builder #62

Confusing / outdated / incomplete documentation in various areas, and a lot of the behavior can be inconsistent. Served this project well for a few years, but I'm leaning to forge now. Packager might be too low level but it's worth a shot.

Will need to re-write a GitHub action / find a new one.
