fix(web): disable middleware cache to force getServerSideProps #533

Attempt to fix the issue where getServerSideProps does not consistently fire (ref https://github.com/vercel/next.js/issues/38408).

Branch is based off commit 4e98854b6e9f562f860c68b8789e490029b62c05 since I assume the subsequent commits were all changes made to try to address this same issue.
