Chatbot is a GSoC project idea, it'll be great to work on it within the confines of GSoC.

If the project idea doesn't make it to GSoC then feel free to work on it.

Projects for this year's GSoC haven't been announced yet, so no one has been chosen to work on anything. You'll have to wait till after the projects are announced and students are selected before you'll see if you're chosen to work on the project.
