Update license and copyright #12

Fixes issue #2,

list copyright line(s) in each and every code file, and include Expat licensing with each file licensed as such, and put GPL 2 in COPYING file, and add COPYING.lgpl with License GPL 2 licensing.

Includes work by @yatimaan from https://github.com/sugarlabs/record-activity/pull/11 with my signed-off-by and a reworded commit message.
