Changed the web link of GCI and GSoC #210

I have changed the web link of Google Code-In and Google Summer of Code from 2017 to 2019 and 2017 to 2018 respectively. As these are the latest available wiki pages for GCI and GSoC.

I just took a look and the change has already been made on master with the exception of the links not being updated, I'll update the links. Thanks for the PR.
