Should we use volo to pull the deps rather than checking them in git?

Btw it seems even in sugar-html-template we could use a dep instead of having require.js in git.

I suppose the samples will be pulled when you add the lib to an activity? We probably should avoid that, maybe there is an option in the manifest to ignore the samples dir.
