Setup react-i18next #182

Come up with a plan to setup and install react-i18next. Let's discuss how it will be setup based on the app splash page: https://sketch.cloud/s/jPQEW/a/3vyzqa and no language toggle on internal pages: https://sketch.cloud/s/jPQEW/a/rjdV4a

  1. Determine if there needs to be a toggle on the internal pages.
  2. Check with Jen if the toggle can be added to the header bar
  3. Install react-i18next, build toggle into the header, and implement functionality.
