Implement Purchase Offer cancelling (refund) in frontend #8

Currently the Cancel button for pending purchase offers does nothing. Make it dispatch a deletePurchaseOffer contract call and make the button greyed out as long as the minimum age restriction is still not met, with a tooltip explaning why.
