Allow approving/rejecting of a suggestion after it's been approved/rejected #67

Since the introduction of keepLogs, I think it would make sense to subsequently approve/reject a suggestion. In the case of keepLogs being enabled, we can just update the already present suggestion message. If it's disabled, then we can have a brand new log message posted.
