Add the ability to apply custom ratelimits to the suggest command

if this is to be a premium feature, i would recommend you make it per role, so trusted roles can have a shorter or no cooldown

I'm not entirely sure what you mean by that.

The base cooldown which is currently on commands will always exist, I think this feature is more aimed at guilds limit users to say, one suggestion per day.

Instead of making the cooldown per guild, make it per role.

It's currently per user.

But yea, custom Cooldowns will be up to the individual guild admin
