Problem volume with inactive problems #10

When calculating the number of problem volumes, the inactive problems are 
also considered.
For example, at present the contest with id = 20 has 96 active problems 
and 6 inactive problems, but we can find the links:
Vol 1   Vol 2   
in front of the problems

Please reproduct this issue. After view code, I think it had been fixed.
