Title need not be unique #60

When adding/editing problems, if the problem's title is the same as some 
existent problem, we'll get an error message and cannot add/edit the 
problem. (For example, we cannot edit problem 2697 in ZOJ Problem Set, 
whose special judge needed to be updated)
There's no need to check the uniqueness of titles, since problems with the 
same title are common when the problem set is large.
Please remove this check.
