Frontier space. Frontier systems aren't always connected and their connections move at random as jumpholes appear and disappear unlike the static jumpholes connecting settled space.
These systems could contain special NPCs, rare resources, etc. The specifics of the gameplay need to be designed.
This has the potential to create connections between distance areas of the static jumphole network, creating temporary trade routes and other goodies emergently.
Some frontier systems should be permanently connected to other frontier systems, but never permanently connected to the static jumphole network.
It would be kind of like wormhole space in EVE Online.
It should NOT be instanced (like Terran Conflict) because we don't instance in Outlier.
