Like in High Albedo (and the X series), ships should have a chance of bailing when their hull drops below 40%. If they bail, an astronaut is ejected and the ship becomes neutral. The player can then claim the ship as is and order it to do whatever they want.
The bailing chance should be specific to each kind of NPC with some random variation, but should never be greater than 30%. This calculation should only occur once, and the pilot should not have another dice roll at bailing until the shields recharge above 50%.
