Add Si5351A Support #139

Is your feature request related to a problem? Please describe. Add the Si5351A PLL support.

Describe the solution you'd like Control 2 PLL independently. Output divider support can be fixed as two outputs. Both dividers are dedicated to each PLL.

Additional context The test class should be implemented also.
