When a user performs a search and no job results are found, the "Previous" and "Next" buttons are still displayed. This is confusing for users because there are no pages to navigate. Instead of showing these buttons, a "Refresh" button should be displayed to allow users to retry their search.
Steps to Reproduce:
Go to the job search page.
Perform a search with criteria that return no results.
Observe that the "Previous" and "Next" buttons are still visible.
Expected Behavior:
When no search results are found, the "Previous" and "Next" buttons should be replaced with a "Refresh" button.
