Windows path check fails if the path/url is escaped #450

to prevent problems on Windows with path names that are legal in SVN but 
illegal on windows (e.g., "file->name" or "lpt1"), there's a check function we 
use and then warn the user about the possibly illegal path.

That check however fails if an url is passed to it that has chars escaped.
