"select" custom fields #11

What steps will reproduce the problem?
1. "select custom fields should not be able to be left blank, user should
have to create selections & unable to save without selections
2.

What is the expected output? What do you see instead?

Select custom fields can no longer be enabled unless they have at least one
selection. Disabled select fields are not displayed on the edit pages.
