A User Role with "Owner" access to "Edit" in asset module, cannot create an asset.

What steps will reproduce the problem?
1. Create User Role with "Owner" access to "Edit" & "View" in asset module,
apply to a new user (see attached screenshot3)
2. Login as new user
3. Create an asset (see attached screenshot4)

What is the expected output? What do you see instead?
Should be able to create & save asset. Instead, Save button does not
appear, cannot create asset.

Please use labels and text to provide additional information.
*Note: This error does not appear in shipping & receiving
