Transaction Shortcuts in Assets module are not working

What steps will reproduce the problem?
1. Go to the Assets module
2. Click any of the transaction links in the Shortcuts menu, such as 'Move
Assets'.

What is the expected output? What do you see instead?
You should be presented with the interface to perform the transaction. 
Instead all you see is the Shortcut menu,  and the rest of the page is blank.

Please use labels and text to provide additional information.
