Duplicte User role should not be created #79

What steps will reproduce the problem?
1. Goto Admin -> Create a user role and save it
2. Again Goto Admin -> Create a user role with same name and save it
3. It will create both role.

What is the expected output? What do you see instead?
1. It should not be created . It will create issue in future.

What version of the product are you using? On what operating system?
tracmor-0.3.0

Please provide any additional information below.

This is fixed in r685.
