Editing "Ship to" contact information when completing shipment

What steps will reproduce the problem?
1. Edit "ship to" contact information on a pending shipment(i.e adding
phone number)
2. Save edited contact information & complete shipment
3.

What is the expected output? What do you see instead?
Shipment should complete but the "Package Type" is not retained once
contact information is edited and causes AJAX error (see attached screenshot)

Please use labels and text to provide additional information.

shipment module.

this bug no longer exists with the latest changes to Shipping module.
