Update GeoDA Center PySAL Landing Page #112

Should probably have a first line:

PySAL 1.0 Released

That links to the installation instructions

And the last paragraph on that page needs to be updated as well.

Perhaps we can get an announcement as a news item on the School's home page as 
well as the Center's home page?
