setup hound to use a local scss-lint file #31

I've just added the default hound one here. Totally open to other styles, looks like airbnb has one if we want to go all in on their style :) https://github.com/airbnb/css/blob/master/.scss-lint.yml

He @mejackreed. I know you had said something about holding off on this one. Is that still the case, or should I go ahead and merge it?

Go for :shipit: .. i changed it to use the airbnb one, so i think we are good to go
