Update README.md to indicate use of `pipenv run` and include `.env_template` as an example. #26

Updated PR to change the recommendation of pipenv install --ignore-pipfile (which will still update upstream dependencies and update Pipfile.lock) to pipenv sync (which will use exactly the versions fro Pipfile.lock and not modify it).
