Set up Cloudwatch to S3 for log groups #13

For when others at SUL-DLSS need to access shipped logs.

started to look into this, but i don't have access to create a S3 Bucket. Maybe at this point it would be good to document the privileges needed for setting up these pipelines but not being admin.
