Cloudwatch to Kinesis Roles Connection #15

Blocks #8 .

Need to create a role for Cloudwatch logs to be able to write to Kinesis.

I think this can be the same role used for multiple CLW to Kinesis pipes (i.e. not one each for quimby test, lyberservices, etc.)

Sorry @eefahy if you're already working on this or its done. I need to role ARN if so to connect cloudwatch logs + kinesis.

Requires Terraform set-up + pairing.

Should also follow up on questions of log groups <=> roles <=> streams in that session.
