Move the Etd/Part model in from etd_models #581

This will make it easier as all models in DOR will be in one codebase

Coverage increased (+0.04%) to 91.235% when pulling b0eeb87002f4f11db09298a5586bd3e5a8541dca on etd_models into d4b7bcb98472ffe9b18fea219c0def26ef364722 on master.
