Add new CDL option (controlled digital lending) as an option for object rights #712

See sul-dlss/argo#2200 for full details. Basically we need a new option for rights and the ability to generate this option in rightsMetadata. It will be available for selection in Argo.

New option to be added here: https://github.com/sul-dlss/dor-services/blob/master/lib/dor/datastreams/rights_metadata_ds.rb#L62-L75

And we need the ability to generate the correct rights block
