[WIP] Don't use shib for local development authentication #79

This wraps the shibboleth specific login/logout so that local password logins can be used during development

Is Rubocop going to choke on that trailing whitespace?

@jcoyne I guess not, though I'm not seeing trailing whitespace, my local rubocop didn't catch anything. Where are you seeing it?

Marking this as WIP (for the time being) as it may be incorporated into the shib solution better.
